NeurOM is founded and led by Julia Cruz, PMHNP-BC, and Jerry Bruns MD, who is the Medical Director and Collaborating Psychiatrist that supports excellence, safety, and integrity in care.

I’m Julia Cruz, but most of my clients call me Julie.
I’ve spent over 15 years working in healthcare across Ventura County and throughout California. My early career began in acute care settings, where I saw firsthand how fast paced systems often missed the deeper needs beneath the surface. Over time, I came to understand that true healing asks more of us than simply treating symptoms. It requires presence, curiosity, and the ability to see a person as a whole being.
That understanding shaped the path I chose next. I went on to earn both my bachelor’s and master’s degrees in nursing from Ohio University, with a focus in psychiatric mental health. As an advanced practice provider, I now specialize in trauma informed, integrative care that considers the full person: mind, body, and spirit. I believe mental health isn’t separate from the rest of our wellbeing. It’s deeply connected, and the care we offer should reflect that.
NeurOM isn’t just a clinic. It’s a reclaiming space that honors the full human experience, the exhaustion, the trauma, the overthinking, the sadness, the quiet unraveling we try to carry alone.
The nearly two decades of travel experience have changed how I see the world, from quiet mountain villages to buzzing city squares. I’ve come to believe this: most of us are carrying invisible things. And healing begins when we finally feel safe enough to set them down.
Beyond my passion for mental health, I enjoy spending time with my dog Luna, traveling, and spending time with friends and family.
Collaborating Psychiatrist
Dr. Ann completed medical school at American University of the Caribbean and Graduated in 2010. She continued with an internship in Adult Psychiatry completed at Drexel School of Medicine and Hahnemann Hospital Philadelphia 2012. Next she completed an Adult Psychiatric Residency program at Case Western Reserve School of Medicine, Cleveland Ohio, 2014. She finally completed her Fellowship in Child and Adolescence Psychiatry was completed in 2017 University of Sanford School of Medicine. She is board certified in both Adult and Child and Adolescent Psychiatry since 2017 and 2022.
She has a unique perspective on the practice of psychiatry with an emphasis on Brain medicine and sees herself as a noninvasive neurosurgeon. She identifies the root causes of psychiatric disorders through the collaborative care of her patients with multiple medical specialists. She often conducts a more thorough investigation into a patients current medical issues with emphasis on how pain disorders, sleep disorders, sexual infections, dental issues, diet, social supports, culture, trauma and hormone imbalances lead to brain dysfunction. She advocates that it is the brain that producing behavior and emotional imbalances with response to the rest of the body’s function.
She had studied the practice of medicine in ancient cultures on her own out of necessity when traditional western medicine failed to help herself and her patients. She has studied Hawaiian, Amish, ayurvedic medicine, and traditional Chinese medicine and is familiar with the use of diet and food and herbs in the treatment and balance of the brain, body and mind.
She has used herself first as a genie pig to cure herself of obesity, diabetes, and heart disease through these methods she uses to help others today. She has pioneered the reform of the current practice of psychiatry to help create a safe space for people to seek alternative care and get to the root causes of their issues. She is an advocate for non invasive and natural methods of care.
